mkdir build &&
cd build

Prepare the package for compilation:

cmake -DCMAKE_INSTALL_PREFIX=$KDE4_PREFIX .. &&
make

Now, as the root user:

make install

Installed Directory: $KDE4_PREFIX/share/icons/oxygen/{128x128,16x16,22x22,256x256,32x32,48x48,64x64,8x8}
